MEANING:
noun: Government by the least qualified or worst persons.
ETYMOLOGY:
From Greek kakistos (worst), superlative of kakos (bad) + -cracy (rule). Ultimately from the Indo-European root kakka-/kaka- (to defecate), which also gave us poppycock, cacophony, cacology,  and, cacography. Earliest documented use: 1829.

All of which goes along quite nicely with this quote from one of my favorite writers

Hillary is now up 1.5 million in the popular vote with more to come. In as much as the Dems have won the popular vote but lost the election TWICE already this century, maybe it is time to do away with the Electorial College.
